Railway Passengers Can Experience Poor Service Without Effective and Timely Complaint Resolution

Transportation Impact: Medium Initial Observation FJ-000034

Last updated

Railway passengers may experience poor cleanliness, malfunctioning facilities, overcharging, unprofessional service, and unexplained delays even after purchasing legitimate tickets in advance. Although complaint and grievance systems exist, passengers can struggle to receive quick intervention or visible resolution, leaving them feeling that their complaints do not lead to meaningful action.

Situation

Passengers can book railway tickets weeks or months in advance expecting a reasonable level of service during their journey. However, the actual experience may include unclean bathrooms, poorly maintained coaches, malfunctioning air conditioning, poor food or beverage service, unofficial overpricing, and unprofessional behaviour from service providers.

Who is affected

Railway passengers, elderly travellers, families, children, low-income travellers, long-distance passengers, people travelling for work or medical reasons, railway service providers, and railway authorities.

How often

Reported as a regular experience. This has not been measured.

Root cause

Inconsistent service quality, weak real-time monitoring, fragmented complaint handling, limited accountability at the point of service, and delays between reporting a problem and taking corrective action.

Current workaround

Passengers verbally approach railway staff, contact service providers, submit online complaints, use grievance portals, or tolerate the problem until the journey ends.

Opportunity for improvement

This friction creates opportunities for localised, in-coach reporting systems that connect directly to onboard staff in real time, paired with automatic accountability measures when issues go unresolved within a defined window.

Friction Journal observation

A complaint system becomes meaningful only when a passenger can report a problem and see that someone is responsible for responding to it while the problem still matters.
